A webring is a community of pages with related content, organized into a virtual ring. Who owns/manages these webrings?
That depends on the ring. Some are privately managed, some have multiple managers/owners. At present, there are at least five different ring managers who have ring homepages hosted here. Check the homepage of the ring for details if you really need/want to know.

So far it's been sort of "word of mouth" and invitation.
